            <title><![CDATA[[CT] HB5350: An Act Concerning Cannabis, Hemp And Infused Beverage Regulation.]]></title>
            <description><![CDATA[To (1) replace "marijuana" with "cannabis", (2) redefine "cannabis", (3) authorize qualifying out-of-state patients to access the state's palliative use cannabis market, (4) provide that no producer shall be required to staff any transport vehicle with more than one employee, (5) establish a cannabis regulatory working group, (6) prohibit a retailer, hybrid retailer or dispensary facility from borrowing money or receiving credit from a cultivator, micro-cultivator or producer for more than thirty days, (7) authorize the Commissioner of Consumer Protection to order a cultivator, micro-cultivator or producer to issue a written notice of delinquency for any delinquent retailer, hybrid retailer or dispensary facility, (8) require the Commissioner of Consumer Protection to adopt regulations to (A) establish additional licenses and endorsements, and (B) allow for sales of additional palliative use cannabis products to consumers at retailers and hybrid retailers, (9) require the Social Equity Council to review and approve certain sales or transfers involving cannabis establishment licenses issued to social equity applicants, (10) require the Commissioner of Consumer Protection and the Social Equity Council to submit policies and procedures to the joint standing committee of the General Assembly having cognizance of matters relating to consumer protection, (11) provide that no retailer, hybrid retailer or dispensary facility shall retain any personal data obtained for purposes of age verification for longer than twenty-four hours, (12) eliminate provisions requiring a hybrid retailer to (A) maintain a pharmacist at its hybrid retailer location, (B) offer pharmacist consultations, and (C) maintain a private consultation space for pharmacists, (13) allow edible cannabis products to exceed five milligrams of THC in certain circumstances, (14) eliminate the dosage, potency and concentration limits for cannabis concentrates, cannabis flower and other cannabis plant material, (15) provide that cannabis flower or other cannabis plant material shall not be required to undergo stability testing once it is in its final packaging, (16) authorize remediation of cannabis flower and other cannabis plant material by exposure to ionizing radiation and require a disclosure label concerning such remediation, (17) authorize the inclusion of additional branding and colors on cannabis packaging, (18) provide that certain information and documents concerning a material change to a cannabis establishment shall be public records, (19) increase the permissible amount of THC in infused beverages and high-THC beverages, (20) authorize out-of-state laboratories to test infused beverages, (21) modify the labeling requirements applicable to infused beverages, (22) authorize infused beverage wholesalers to sell infused beverages to additional liquor permittees, (23) establish a commercial extractor license, (24) establish an infused beverage on premises consumption endorsement for cer]]></description>

Provides that the community colleges that received a license before the effective date of the amendatory Act shall be deemed to be licensed Responsible Vendor Program Training Providers and that such designation may be revoked for cause under rules adopted by the Department of Financial and Professional Regulation. Specifies requirements for consolidated transport centers, including operating documents, security plans, facility requirements, plant monitoring, prohibitions on ownership, and prohibitions on offering things of value to certain persons and licensees. Provides that cannabis business entities shall adhere to the traceability and consumer protection guidelines established by the Department of Agriculture when utilizing the cannabis plant monitoring system or cannabis transport GPS tracking system. Provides that entities awarded a transporting license may defer paying the associated license fee for a period of no more than 3 years. Provides that all products received and shipped to and from a consolidated transport center shall be tracked within the cannabis plant monitoring system. Provides that a craft grower or infuser may enter into a contract with a transporting organization to transport cannabis to a consolidated transport center or a different transporting organization at the consolidated transport center. Provides that no person, cannabis business establishment, or entity other than a licensed transportation organization shall transport cannabis or cannabis-infused products on behalf of a cannabis business establishment to or from a consolidated transport center, unless otherwise authorized by rule. Makes other changes. Authorizes emergency rulemaking. Makes a conforming change in the Illinois Administrative Procedure Act. Effective immediately.]]></description>

            <description><![CDATA[To (1) require cannabis establishments to submit marijuana and cannabis samples to cannabis testing laboratories for purposes of testing conducted in accordance with laboratory testing standards established by the Commissioner of Consumer Protection, (2) provide that the commissioner shall not issue or renew an electronic nicotine delivery system certificate of dealer registration to an applicant if the commissioner finds that the applicant, or the owner, authorized owner or named designee of the applicant, has failed to satisfy various requirements or is the subject of an adverse administrative decision or delinquency assessment from the Department of Revenue Services, (3) specify who may deliver cannabis, (4) modify existing requirements concerning the availability of a pharmacist at a hybrid retailer establishment and apply such modified requirements to dispensary facilities, and (5) make various minor, technical and conforming changes to statutes concerning cannabis regulation.]]></description>

Establishes the adult use cannabis excise tax, and requires a retailer to transfer the tax to the department of state revenue for deposit in the state general fund. Exempts veterans from payment of the sales tax on medical or adult use cannabis. Establishes a cannabis program (program) to permit the cultivation, processing, testing, transportation, and sale of cannabis by holders of a valid permit. Establishes the Indiana cannabis commission (ICC) as a state agency to oversee, implement, and enforce the program, and establishes the ICC advisory committee to review the effectiveness of the program. Requires that permit holders take steps to prevent diversion of cannabis to unauthorized persons. Requires that cannabis and cannabis products be properly labeled, placed in child resistant packaging, and tested by an independent testing laboratory before being made available for purchase. Prohibits packaging cannabis in a manner that is appealing to children. Authorizes research on cannabis in accordance with rules set forth by the ICC. Establishes a procedure for the expungement of a cannabis related conviction if the act constituting the conviction becomes legal. Makes conforming amendments.]]></description>

establishes crimes related to utilizing three-dimensional printers for manufacturing ghost guns and firearm components (Subpart A); provides for firearm prevention technology requirements for three-dimensional printers (Subpart B)(Part C); relates to sexual offense evidence collection kit procedures (Part E); informs defendants and respondents about issuing an order of protection (Part H); relates to authorities and responsibilities during disaster emergencies (Part J); establishes the crime of unlawful obstruction of a place of religious worship (Part K); extends provisions of law relating to temporary retail permits (Part N); authorizes temporary retail permit holders to purchase stock on credit (Subpart A); prohibits any statement, design, device or representation that in the opinion of the authority is intended to appeal to children and/or persons under 21 (Subpart B); authorizes the liquor authority to change the duration of certain licenses (Subpart C); establishes the workers' compensation fraud investigation and prosecution fund (Part W); specifies which providers are authorized to render certain medical care (Part X); relates to lobbyist registration fees (Part Z); requires the superintendent of state police to develop, maintain, and disseminate to all members of the division of state police a critical incident paid leave policy (Part AA); relates to the monetary threshold for certain restrictions on procurement contracts; extends such provisions (Part BB); relates to the purchasing of services and commodities by the state and no longer requires commodities be purchased through the correctional industries program (Part CC); provides for the administration of certain funds and accounts related to the 2026--2027 budget; authorizes certain payments and transfers (Part FF); establishes the New York state aid and incentives for municipalities redesign task force for municipalities formula and allocations (Part GG); establishes an election security navigator program within the state board of elections to provide assistance for local boards of elections in mitigating cybersecurity threats, improving physical and operational preparedness, and enhancing public confidence in the integrity of elections (Part HH); extends the term and authority of the independent monitor for the Orange county industrial development agency; requires such monitor also monitor the Orange county funding corporation; modifies the applicability of certain tax exemptions based on population; extends provisions of law related to the independent monitor for the Orange county industrial development agency (Part II); authorizes additional paid leave for public employees who are absent on military duty up to sixty days or fifty-two working days (Part JJ); creates an identification card program for incarcerated individuals in local correctional facilities; requires such identification cards to be identical to non-driver identification cards issued to the general public; waives fees for such identification cards (Part KK); relates to the health, safety and human rights of incarcerated pregnant individuals, incarcerated birthing parents and their children; requires the commissioner of corrections and community supervision to establish rules and regulations relating to conditions in institutions and correctional facilities and the treatment and care of birthing parents in such institutions and facilities (Part LL); authorizes funds in the New York state cannabis revenue fund to be used for reasonable costs of implementing track and tracing of product programs (Part MM); directs the division of veterans' services to establish a searchable database of veteran-owned businesses; requires the use of a special mark to indicate service-disabled veteran-owned businesses (Part NN); includes prior service with certain agencies in creditable service for the purposes of the New York city police pension fund (Part OO); establishes an optional twenty-five year retirement plan for certain public safety dispatchers (Part PP); restores the 20 year service retirement for certain New York city corrections officers and sanitation workers (Part QQ); provides that either party to a workers' compensation claim can request a hearing; requires a record of all hearings held (Part RR); provides for eligibility of certain participants in the New York City employees retirement system to opt into the twenty-five year retirement program for EMT members (Part SS); increases the earnings limitation for retired persons in positions of public service (Part TT); ensures that public retirees are not having their skilled nursing care benefits reduced under the state health benefit plan at the time they enroll for Medicare (Part UU); authorizes local government citizens re-organization empowerment grants to be used for school district reorganization for costs of studies and plans necessary for school district reorganization that are not otherwise aidable (Part VV); establishes a twenty-five year retirement program for members of the NYC employees' retirement system employed as water supply police; provides for employer pick-up of certain additional member contributions required to be made by certain participants in the 25-year retirement programs (Part WW); relates to service rendered by police officers in the agency police services unit (Part XX); establishes the office of Native American affairs to act as a centralized office for Native American nations to access information on state programs that are provided to Native Americans (Part YY); provides that all Palisades interstate park state lands in the county of Ulster are subject to taxation for all purposes (Part ZZ); relates to aid and incentives for municipalities to the city of New York in the state fiscal year commencing April 1, 2026 and in the state fiscal year commencing April 1, 2027 (Part AAA); subjects to taxation the possessory interest of a private individual or corporation which uses real property owned by the United States or the state, except for real property owned by public authorities, for business purposes;             <description><![CDATA[Repeals the Opportunities for At-Risk Women Act. Amends the Illinois Council on Women and Girls Act. Provides that the Council on Women and Girls may create the Opportunities for At-Risk Women Subcommittee to research and analyze organizations that support at-risk women in the State. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that provisions requiring the Department of Commerce and Economic Opportunity's official website to contain a comprehensive list of State, local, and federal economic benefits available to businesses in each of the State's counties and municipalities are repealed on July 1, 2026. Provides that the following reports shall be filed on or before January 31 of each year (instead of January 1): a report on entrepreneurial assistance centers; reports on the Enterprise Zone Loan Fund and the Large Business Attraction Fund; and reports concerning cannabis social equity. Amends the Southeastern Illinois Economic Development Authority Act. Makes changes concerning the membership of the Board of the Southeastern Illinois Economic Development Authority. Amends the Illinois Income Tax Act. Extends the sunset for the apprenticeship education expense tax credit, the research and development tax credit, the angel investment tax credit, and the River Edge Redevelopment Zone tax credit. Effective immediately.]]></description>
